在葡國第二大城市波爾圖，持有市民卡的市民，星期五起可以免費乘坐都會區內的公共交通工具。

措施原定於明年1月1日起實施，但當局決定提前到昨日起推行。免費的範圍包括全市地鐵、STCP及UNIR巴士、國鐵市郊綫列車、金代斯纜車（Funicular dos Guindais）、拉達升降機（Ascensor da Ribeira / Elevador da Lada），以及未來連接波圖市和對岸加亞新城的渡輪服務。

當地市議會主席在聖三一地鐵站舉行的記者會宣佈有關消息。市議會希望能夠在審計法院批准後「盡快」推出措施。

事實上所有居住在波爾圖並持有市民卡（Cartão Porto）的人士即可享有免費乘坐公共交通工具的資格。23歲或以下人士無需辦理任何手續，即可免費乘坐。其餘人士即使持有市民卡並啟動22次免費乘車優惠，仍然需要前往Andante門市或葡國郵政旗下的Payshop門市更換新卡，並需每年續期。至於尚未申領市民卡的居民，只需上網或前往市民服務處即可享用免費乘坐公共交通工具。

市長表示，措施具有高度顛覆性，在全國範圍具有創新性，在國際層面上幾乎也是具開創性的。但他強調這不是解決都會區交通問題的解方：「我們並不認為這是能夠瞬間改變波爾圖交通狀況的靈丹妙藥。重要的是，我們要意識到未來可能面臨的挑戰。這只是第一步，也是推動人們生活方式發生重大轉變的重要契機，在這種轉變中，私家車出行將成為輔助手段，而公共交通將成為城市出行的首要選擇。」

有關政策每年將耗資2000至2500萬歐元，費用由市議會承擔。據估計，波爾圖有大約59,000名市民使用公共交通工具。其他改善公共交通工具的措施包括擴大STCP巴士車隊規模、透過技術以讓使用公共交通更為便捷——例如開發可即時查詢公共交通班次的應用程式——以及投資建設更多巴士專用道。

The mayor says that this is “a highly disruptive measure, innovative in the national context and almost pioneering also in the international context”. He stresses, however, that this is not the solution to mobility problems in Porto: “We don’t think this is a silver bullet that will suddenly transform mobility in the city of Porto. It is important that we are aware of the expectations that lie ahead. This is a first step and is a very important incentive for a paradigm shift to begin in people’s lives, in which individual transport becomes supplementary and public transport is the essential priority means of transport in the city”.
